NZTA calls this a "fit and proper person" test. In practice it's a question about risk, not character: is this person, driving for a living, more of a risk than the system should carry? The remaining $575 is a wrap-up fee, and it's only charged if your endorsement or licence is granted or restored. If it isn't, that part is never billed.

It's the test NZTA applies before it lets someone carry passengers or freight. It sounds like a judgement about your character, but in practice it's about risk. That's not just a count of your tickets. It takes in how old each entry is, whether it's the same offence repeating or different ones scattered over years, what was happening in your life at the time, and what's changed since.
Not if your letter is a proposal, and that's good news. At the proposal stage no decision has been made yet, and you're replying before one is, which is a stronger position than appealing a decision already made. If you've had a final decision, say so when you call; it's a different process and the timing is tighter.
No. Most of this is a conversation about what happened and when, and you can take as long as you need. Bring a family member onto the call if you'd rather.
A long history is normal for this kind of matter. What matters more is the pattern, and what's changed since. One appointment will tell you honestly whether there's something to argue.
